一是市場碎片化和缺乏自然買賣雙方，導致難以成為有效的對沖工具（市場對套期保值者越有利，其流動性就越差。“企業套期保值”的概念要想有效運作，就需要一大批投機性噪音交易者通過做空來有效地“補貼”這些空頭頭寸。）；
二是預測市場的部分價值在於揭示內幕信息，但這類行為通常是非法的，可能最終導致交易者對市場失去信心。
此外，他還提到，當前預測市場主要依賴體育博彩維持生存，但在非體育領域，內幕交易醜聞可能引發交易者對市場公平性的質疑，最終導致用戶流失。儘管預測市場具有社會價值，但Carter認為其實現早期倡導者的願景仍面臨巨大挑戰，未來可能更多專注於體育和文化市場。
