Gate News reports that on March 7, the Trump administration is developing strict rules for civilian AI contracts, requiring AI companies to grant the U.S. government an irrevocable license to use their models for “any lawful purpose.” The draft new government guidelines, prepared by the General Services Administration, specify that AI companies wishing to do business with the government must grant the U.S. an irrevocable license, allowing their systems to be used for all legal purposes. These guidelines will apply to civilian contracts and are part of the government’s efforts to strengthen AI service procurement. Sources familiar with the matter say that, in principle, the guidelines are similar to measures the U.S. Department of Defense is considering for military contracts. The drafting of these new rules comes at a time of disagreements between the government and AI companies like Anthropic.
