Russian authorities have recently launched a criminal investigation against Telegram founder Pavel Durov, accusing him of aiding terrorist activities. This has reignited discussions worldwide about platform responsibility, free speech, and national security, while also increasing regulatory pressure on Telegram in Russia and Europe.

Investigation Background: Violations of Russian Criminal Law and Regulatory Orders

According to Russian media citing security officials, authorities are investigating under Article 205.1, Clause 1.1 of the Russian Criminal Code, which pertains to aiding terrorist activities. Reports indicate the case centers on suspected dissemination of illegal information on Telegram and failure to delete channels and chat groups deemed illegal, as required by Russian communication regulators.

The Federal Security Service (FSB) and the communications regulator Roskomnadzor (RKN) state that some content involves extremism and terrorist organization information, claiming the platform has been used to organize and assist criminal activities.

Since summer 2025, RKN has gradually imposed restrictions on Telegram citing an increase in scam cases; in February 2026, further speed restrictions were implemented due to the platform’s non-compliance with Russian laws.

Historical Disputes: From Blockade to Reopening

In fact, this is not Telegram’s first conflict with the Russian government. In 2018, Moscow courts ordered Telegram to be blocked because the company refused to provide encryption keys. Law enforcement officials at the time claimed this posed a threat to national security.

However, in 2020, Russia lifted the ban, citing improved counter-terrorism measures by the platform. Over the years, Telegram’s relationship with Russian regulators has oscillated between confrontation and negotiation.

In response to the latest investigation, Durov has previously emphasized that Telegram’s core values are “free speech and privacy protection,” and expressed willingness to seek a balance between privacy and security.

International Pressure Mounts, Platform Regulation Becomes Global Issue

Notably, Durov has faced regulatory challenges in multiple countries in recent years. In 2024, he was detained in France over an online crime investigation, with the case still in preliminary stages.

Additionally, the European Union has recently promoted a bill called “Chat Control,” which proposes requiring communication platforms to scan private messages with AI, sparking fierce debates over privacy rights. Countries’ increasingly cautious attitudes toward encrypted communication software have made Telegram a focal point of regulation.

Analysts point out that Russia’s investigation into Durov reflects not just a single criminal case but also the global competition among governments for control over digital platform governance. When national security, counter-terrorism needs, and user privacy clash, tech companies often find themselves at the center of the storm.

Conclusion: The Tug-of-War Between Free Speech and National Security

Overall, Russia’s investigation into Pavel Durov symbolizes a renewed tightening of state control over the digital space. For Telegram, balancing user privacy, regulatory compliance, and preventing the platform from becoming a tool for crime will be a key challenge moving forward.

The development of this case will not only impact Durov and Telegram’s future but also influence the global redefinition of boundaries between digital freedom and security.
