Russia advances new crypto regulation bill, retail investment restrictions move towards mainstream adoption

On January 15, news reports indicated that Russia is advancing a new cryptocurrency legislation process, aiming to fundamentally redefine the legal status of digital assets within the country. According to the latest disclosures, the bill plans to remove cryptocurrencies from the current special financial regulatory framework and incorporate them into a unified civil and financial legal system, seen as an important step toward the “mainstreaming” of cryptocurrency regulation in Russia.

Anatoly Aksakov, Chairman of the Financial Market Committee of the State Duma, stated that the bill has been drafted and will be submitted for review during the spring parliamentary session. The legislative basis stems from policy recommendations proposed by the Central Bank of Russia in December 2025, when regulators first signaled allowing non-qualified investors to participate in certain crypto asset investments under restricted conditions.

According to the draft, Russia will establish a tiered access mechanism for cryptocurrencies. The annual investment limit for ordinary retail investors is set at 300,000 rubles, approximately $3,800, to control potential risks. Qualified participants who meet income, professional background, or educational criteria will be able to trade without limits. Regulators also plan to introduce risk awareness tests to ensure investors fully understand cryptocurrency price volatility and potential losses before entering the market.

Regarding regulatory stance, Russia remains cautious about anonymity and highly privacy-oriented cryptocurrencies. Relevant authorities emphasize that market transparency and traceability remain core regulatory objectives. Currently, cryptocurrencies are still classified as “property” under Russian law, and their direct use for payments of goods or services domestically remains prohibited.

However, since 2022, influenced by international sanctions and restrictions on traditional cross-border financial channels, the use of cryptocurrencies in international remittances and settlement scenarios has significantly increased. Aksakov also pointed out that crypto assets have practical value in cross-border payments, and in the future, digital tokens issued by Russia may circulate in overseas financial markets.

Meanwhile, the regulation of cryptocurrency trading platforms has become a key focus of legislative discussions. Anton Gorelkin, Chairman of the Technical Committee of the State Duma, stated that current trading platforms lack clear regulation, and some scams are even carried out through platforms based in Belarus, increasing law enforcement difficulties. He called for establishing a clear legal environment for trading platforms to enable them to operate legally within Russia and be subject to regulation.

On a broader digital financial level, the digital ruble project is still progressing, with the official goal of fully implementing it within the national financial system by September 2026. Multiple policy signals indicate that Russia is simultaneously advancing crypto asset regulation and central bank digital currency development, seeking a new balance between risk control and financial innovation.
