Cloudflare and Coinbase Launch x402 Foundation to Drive Web Payment Innovation

Cloudflare, one of the world’s largest content delivery networks, has partnered with Coinbase to establish the x402 Foundation, a new initiative designed to promote adoption of the x402 protocol. This framework introduces a standardized way for websites and digital agents to negotiate payments directly, reviving the long-unused HTTP 402 “Payment Required” status code.

The x402 system allows clients requesting access to online resources to receive a 402 response containing payment instructions. Once the client submits a payment authorization and it is verified, access is granted along with a payment confirmation. The approach removes the need for subscriptions, accounts, or API keys, offering a lightweight method for on-demand digital transactions.

Coinbase’s Transaction Flow, Cloudflare’s Developer Tools

According to a Tuesday blog post, Coinbase developed the x402 transaction flow, while Cloudflare is releasing tools that integrate it into its Agents SDK and Model Context Protocol (MCP). Together, the companies aim to make the protocol a standard for machine-to-machine value exchange across the web.

Unlocking AI and Automated Commerce

Potential use cases for x402 include AI assistants executing one-off purchases from multiple merchants, agents paying per browser rendering session instead of fixed subscriptions, and autonomous traders buying real-time market data through micropayments. Coinbase emphasized that the protocol could become critical in enabling autonomous AI agents to transact directly with businesses and users, backed by its stablecoin infrastructure for instant settlements.

Future Development and Deferred Payments

Cloudflare also noted that future iterations of x402 will support diverse payment methods, including credit cards, bank accounts, and stablecoins. The company is proposing a deferred payment model for the protocol, enabling delayed settlement and aggregated charges. This feature would be particularly suited for batch processing, recurring subscriptions, or enterprise-level use cases.

Strengthening the Web’s Financial Layer

As one of the largest networks globally, Cloudflare processes an average of 78 million HTTP requests per second across more than 330 cities. By integrating payments directly into the web’s foundational protocols, Cloudflare and Coinbase aim to create a scalable, standardized financial layer that aligns with the growing demand for real-time, automated commerce.
