$PI is going to wait until most of the long positions are liquidated before pumping the price, otherwise with so many longs, once it rallies the exchange's margin reserves will be wiped out.
It will only pump the price after the long positions are mostly liquidated, otherwise if it pumps now, all the shorts that the exchange is paired with would be wiped out.
