Foresight News 現場報導，香港證券及期貨事務監察委員會（SFC）行政總裁梁鳳儀在 Consensus 2026 大會上表示，香港證監會正致力於建立完整的虛擬資產監管生態系統，並宣布三項新舉措：一、保證金融資：允許經紀商為信用背景良好的客戶提供融資服務，抵押品可包括證券及虛擬資產。初始階段僅對比特幣和以太坊開放，並要求參照傳統金融標準執行審慎的扣減率。
二、永續合約：將公布一個高層級監管框架，允許持牌平台提供永續合約產品。該服務目前僅限「專業投資者」參與，並要求平台具備極高的透明度以及針對波動費率和自動平倉風險的管理能力。
三、關聯做市商：擬放寬規定，允許持牌平台通過其附屬的做市單位提供流動性，前提是必須證明其具備職能獨立性並能嚴格管理利益衝突。
梁鳳儀指出，代幣化資產在過去一年發展迅速，代幣化黃金的資產管理規模已達到4億美元，在過去6個月內實現翻倍。目前，證監會已授權11隻代幣化貨幣市場基金。此外，Project Ensemble 正在試點使用代幣化存款結算貨幣市場基金。在監管路線圖方面，香港證監會已發布關於虛擬資產交易及托管的諮詢總結，並計劃在今年內與特區政府合作提交相關立法建議。
