第二個也是最後一個 BPO 分叉將每個區塊的最大 blob 數從 15 提升到 21，目標從 10 提升到 14，完成了 Fusaka 升級的僅參數調整。
此變更提升了 rollup 的資料可用性，無需進行完整硬分叉，並可能將 Layer 2 的費用從目前水平降低最多 60%。
