I'm not surprised about ghost deliveries; it's indeed a common problem with delivery platforms.

The resistance investigation mentioned here probably refers to the one between Pinduoduo's Shanghai headquarters and the Market Supervision Bureau last December.
According to the judgment document for Pinduoduo, a ghost delivery service was fined 160k yuan, with a total fine of 1.5 billion yuan.
Does Pinduoduo have a total of 9,463 ghost delivery services?
Does PDD have a delivery business? I haven't seen a single one, 😳😳
