According to the Wall Street Journal on July 18, Turkey is exploring plans to transfer Russian S-400 air defense systems to the United Arab Emirates to secure participation in the U.S. F-35 fighter jet program, according to U.S. and Middle Eastern officials. The move aims to resolve Turkey's exclusion from the F-35 joint development and production initiative, which occurred after Turkey acquired S-400 systems from Russia in 2019. The U.S. had cited concerns that the S-400 could compromise classified stealth technology and radar signature information about the F-35.
