On May 26, Shanghai's market regulator launched a nationwide first e-license verification application to combat illegal food delivery operations, or 'ghost restaurants.' The system creates a complete digital management loop from merchant application through platform verification to public display, enabling real-time validation of merchant credentials across regulator, platform, and merchant systems.

Unlike traditional processes requiring manual review and post-incident handling, the new mechanism shifts platforms from passive auditors to active governance partners through automated cross-verification and bilateral data sharing.
