According to Jin10 Data, on May 27, Russian Deputy Foreign Minister Ryabkov stated that no preconditions currently exist for strategic stability dialogue with the United States. Ryabkov said the current global situation does not meet the prerequisites for discussing strategic stability and future arms control. He added that only a marked improvement in U.S. policy toward Russia could prompt consideration of such talks, but no signs of improvement are evident at present.
