OpenAI Releases Frontier Governance Framework to Align With California Transparency and EU AI Laws

According to OpenAI, the company released its Frontier Governance Framework to demonstrate how its safety practices align with emerging regulations, including California's Frontier AI Transparency Act and the EU AI Act. Built upon OpenAI's Preparedness Framework, the document translates internal risk management practices into public governance guidelines focused on assessing and mitigating risks in frontier AI systems. The framework addresses major risk categories including cyberattacks, CBRN (chemical, biological, radiological, nuclear), deceptive manipulation, and loss of control, alongside model reporting, safety risk management, incident response, external expert engagement, and mechanism updates.
