Malta offers the entire population free ChatGPT Plus for one year: OpenAI’s first country-level partnership

According to an OpenAI 5/16 announcement and Euronews reporting the same day, OpenAI and the Maltese government have announced the world’s first “mass-market” AI deployment cooperation: all Maltese citizens and residents registered with the local online identity system, after completing the “AI for All” online literacy course designed by the University of Malta, can receive a one-year free ChatGPT Plus subscription. The first phase began in May and is handled by the Malta Digital Innovation Authority, which distributes quotas to eligible participants.

Cooperation structure: study the course first, then activate Plus

“AI for All” is designed by the University of Malta and is positioned as a free online literacy course accessible to everyone. The content includes “what AI is, what it cannot do, and how to use it responsibly in the home and workplace.” Those who complete the course can apply for a one-year free ChatGPT Plus subscription; the original subscription fee is $20 per month. The first phase began in May, with the Malta Digital Innovation Authority distributing quotas to eligible participants; it will expand gradually as more citizens and overseas residents complete the course.

Maltese Minister of the Economy Schembri: “Giving every citizen a chance”

In the announcement, Silvio Schembri, Minister of Malta’s economy, enterprise and strategic projects, said: “Through this AI for everyone course, we want to give every citizen, regardless of background, the opportunity to build the confidence and skills needed to develop in the digital world. By pairing this education with free access to the most advanced digital tools, we turn unfamiliar concepts into practical help for families, students, and workers. Malta is the first country to roll out a cooperation at this scale—because we refuse to leave our citizens behind in the digital age.”

OpenAI for Countries First Example: Led by George Osborne

OpenAI for Countries is a division established by OpenAI for nation-level partnership arrangements, led by former UK Chancellor of the Exchequer George Osborne. Osborne said in the announcement: “Malta is leading the way, showing how countries can empower citizens to benefit from AI’s transition potential.” This is OpenAI’s first-ever deployment cooperation at a mass-market level with a single country’s government for ChatGPT Plus; if the model is replicated by other countries, it will be a benchmark case for the next stage of AI entering “sovereign governance tools.”
