U.S. Senate proposes Clarity Act draft bill, aimed at prohibiting platforms from paying "deposit-like interest" to stablecoin holders. Market directly spooked:
• Circle (CRCL): Stock price crashes over 20%.
• Coinbase (COIN): Stock price falls 9.7%.
