According to The Block, on May 1st, lawyers representing North Korea's extortion victims sent a temporary restraining order to Arbitrum DAO, aiming to prevent the release of 30,766 ETH (~$71.1 million) that the Arbitrum Security Council froze on April 20th following the Kelp DAO hack. The notice states that Arbitrum DAO is the seized party, considering the frozen ether as assets subject to three unfulfilled U.S. court rulings against North Korea, totaling over $877 million, based on the argument that Lazarus Group stole funds on behalf of North Korea in Pyongyang.
Arbitrum DAO held a vote on April 30th to transfer the frozen ETH to DeFi United, a cross-chain relief fund for Kelp victims. As of the time of writing, over 99% of votes supported the proposal, with the voting period ending on May 7th.
