Saudi media releases the 14-point Memorandum of Understanding terms between the US and Iran, more detailed than Iranian media.

BlockBeats News, June 17—Al Arabiya Television reported that Saudi Arabia released the terms of the Iran 14-Point Memorandum of Understanding. The version is more detailed than the one published by Iran’s Mehr News Agency. The content in parentheses is the Iranian media version:

  1. Iran and the United States and their allies in the current war declare that, from the date of signing this memorandum, they will immediately and permanently end all wars on all fronts, including Lebanon, and commit that they will not take any hostile actions against each other in the future, nor will they threaten or use force against each other. The final agreement will confirm the provisions of this clause and other terms.

(Permanently and immediately cease all wars on all fronts, including Lebanon.)

  1. Iran and the United States pledge to respect each other’s sovereignty and territorial integrity and not interfere in each other’s internal affairs.

(The United States commits not to interfere in Iran’s internal affairs and to respect Iran’s sovereignty.)

  1. Iran and the United States agree to negotiate and reach a final agreement within a maximum period of 60 days, which may be extended by mutual consent.

(The Iranian media version does not mention this clause.)

  1. After signing this memorandum, the United States will immediately lift the maritime blockade against Iran to prevent any interference or obstruction, and restore Iran’s full shipping capacity within no more than 30 days; the volume of vessel traffic should be proportional to pre-war levels. The United States also commits that, within 30 days after the final agreement is reached, it will withdraw its forces from the surrounding areas.

(Completely lift the maritime blockade against Iran within 30 days.)

(The United States commits to withdrawing troops from around Iran.)

  1. After signing this memorandum, Iran will immediately take measures to ensure that commercial shipping between the Persian Gulf and the Sea of Oman is restored to pre-war levels within 30 days, while also taking into account Iran’s need to remove technical obstacles and neutralize mines.

(With arrangements on Iran’s side, the Strait of Hormuz will be reopened within 30 days.)

  1. The United States will, together with regional partners, formulate a comprehensive plan, to be negotiated and agreed upon by both sides unanimously, for Iran’s revitalization and development, and to ensure the provision of at least $300 billion in funding support. The plan’s implementation mechanism will be completed within 60 days under the framework of the final agreement.

(The United States and its allies need to provide Iran with a reconstruction plan of at least $300 billion.)

  1. The United States commits that, within the timeframe agreed upon in the final agreement, it will terminate all types of sanctions currently imposed on Iran, including United Nations Security Council resolutions, International Atomic Energy Agency (IAEA) Board resolutions, and all major and secondary sanctions unilaterally implemented by the United States.

(Reach a final agreement on nuclear issues within 60 days, and comprehensively lift the major and secondary sanctions imposed by the United States against Iran, as well as the resolutions of the UN Security Council and the IAEA Board.)

  1. Iran reiterates that it will never develop nuclear weapons. Iran and the United States have reached an understanding that the final agreement will properly address the disposition of enriched uranium and all other nuclear-related issues jointly agreed upon by both sides, including Iran’s nuclear needs; this final agreement will confirm the contents of this clause.

(Reaffirm Iran’s commitment under the Treaty on the Non-Proliferation of Nuclear Weapons not to develop nuclear weapons.)

  1. Iran and the United States agree that, before reaching the final agreement, they will maintain the status quo: Iran will continue to maintain the status quo of its nuclear program, the United States will not impose new sanctions on Iran, and will not strengthen its military forces in the region.

(During the negotiations, the United States commits not to deploy additional troops to the region and not to impose new sanctions.)

  1. The United States commits that, after signing this memorandum and until the date sanctions are lifted, the U.S. Department of the Treasury will exempt from sanctions the export of Iranian crude oil, petrochemical products, and their derivatives, as well as all related services (including banking, insurance, transportation, and so on).

(Suspend sanctions on Iran’s oil, petrochemical products, and their derivatives, and allow Iran to fully use its financial resources.)

  1. The United States commits that, given progress in the negotiation process, Iran’s frozen or restricted funds and assets will be released and put into full use. Regardless of whether these funds are kept in main accounts or have been transferred, they will be used for the final beneficiary account(s) determined by the Central Bank of Iran, and can be used in full. The United States commits to issuing all necessary licenses on this basis.

(During the 60-day final negotiation period, release $24 billion of Iran’s frozen funds. Half of them must be provided to Iran before negotiations begin.)

  1. Iran and the United States agree to establish an implementation mechanism to oversee the successful implementation of the final agreement and the fulfillment of future commitments.

(Establish a supervision mechanism to implement the agreement.)

  1. After signing this memorandum, and upon receiving assurances regarding the initiation of the implementation of Articles 4, 5, 10 and 11 of this memorandum, as well as the continued implementation of the measures stated above, Iran and the United States will hold negotiations on the remaining clauses to reach a final agreement.

(The final negotiations will begin only after half of Iran’s frozen funds have been thawed, Iran’s oil sanctions are suspended, and the maritime blockade is lifted. The final agreement will cover only future uranium enrichment materials and processes, the removal of sanctions, and Iran’s economic reconstruction plan. Issues related to Iran’s missile program and support for resistance groups have been explicitly removed from the agenda.)

  1. The final agreement will be approved through a legally binding resolution of the United Nations Security Council.

(The final agreement will be approved by a United Nations Security Council resolution.)
