Hubei’s total public resource transaction and government procurement amount has exceeded 1 trillion yuan for six consecutive years
Last year, large-scale engineering projects over 100 million yuan accounted for more than 60%
Hubei Daily News (Reporter Wang Yanhua, Correspondent Liang Bo, Ji Xingmin) On February 27, the Provincial Public Resource Trading Center (Provincial Government Procurement Center) announced that in 2025, the total public resource transactions and government procurement in the province will reach 1.43 trillion yuan, with 62.64% of the transaction amount coming from large-scale engineering projects over 100 million yuan.
It is reported that among the 1.43 trillion yuan procurement total, there are 1,949 bids for large-scale engineering projects over 100 million yuan, with a transaction amount of 899.411 billion yuan. Among them, the provincial and local trading (procurement) centers completed 1,488 bids for transportation projects, including the bid for the investment in the reconstruction and expansion of the Xiangyang Longzhong Interchange to Jingzhou Cao’an Hub section of the Erguang Expressway, effectively supporting the construction of “Hubei on the rails, Hubei on water transportation, and Hubei on air routes.”
Behind the continuous exceeding of 1 trillion yuan in total transactions for six years, the institutional transaction costs for enterprises have continued to decrease. In 2025, various levels of trading (procurement) centers in the province exempted or reduced guarantee deposits for bids, performance, and project quality by 73.968 billion yuan, and replaced 11,200 cash guarantees with electronic bid bonds, totaling 1.936 billion yuan. While reducing financial burdens for enterprises, the province also promoted financial services such as “Electronic Performance Guarantee,” “Winning Bid Loan,” and “Government Procurement Loan,” facilitating financing for winning enterprises.
Smart empowerment of bidding and tendering continues to upgrade. In 2025, the province completed 6,203 bids with intelligent assistance in evaluation, shortening the evaluation time by an average of 2 to 3 hours, significantly improving review quality and efficiency. Additionally, since 2024, Hubei has taken the lead nationwide to explore the establishment of a rapid error correction mechanism, creating a system of “Implementing Main Responsibility + Reconstructing Error Correction Process + Full Digital Witness,” reducing the average time for “evaluation correction” from over 30 days to within 5 days, lowering time costs for bidders and market entities.
Implement policies to support the development of small and medium-sized enterprises. In 2025, the amount of government procurement projects won by SMEs in the province reached 152.489 billion yuan, with a winning rate of 53.46%, effectively stimulating market vitality.
