Hainan Daily Consumer Goods "Zero Tariff" Policy Brings Real Cash Benefits

The Hainan Provincial Information Office held a press conference to introduce the “zero tariff” policy for imported goods consumed by residents within the Hainan Free Trade Port and answered reporters’ questions. Liao Zengliang, Deputy Director of the Deep Reform Office of the Hainan Provincial Committee of the Communist Party of China (Free Trade Port Working Committee Office), stated that as the joyful moment of the 2026 Spring Festival approaches, the Ministry of Finance, the General Administration of Customs, and the State Taxation Administration jointly issued the important policy arrangement of “zero tariffs” on imported goods for residents within the Hainan Free Trade Port. This policy is of great significance and far-reaching impact. First, it is a concrete practice of implementing the “Overall Plan for the Construction of Hainan Free Trade Port” (hereinafter referred to as the “Overall Plan”) and advancing the construction of the free trade port to high standards. The “Overall Plan” clearly states that “for imported goods consumed by island residents, a positive list management approach will be implemented, allowing duty-free purchases within the island.” The official release of the “zero tariff” list for imported goods consumed by residents within the island marks a historic breakthrough—“from 0 to 1” and “from nothing to something”—in duty-free purchases of daily consumer goods by residents.
