Zelensky Signs Sanctions Against Russia's Shadow Fleet, 29 Ships and 127 Individuals Targeted

On May 23, Ukrainian President Volodymyr Zelensky signed a presidential decree to impose sanctions against Russia's shadow fleet and individuals involved in missile attacks on Ukraine, according to Jin10 data. The sanctions, approved by Ukraine's National Security and Defense Council, target 29 civilian merchant vessels supplying the Russian military and 127 Russian personnel directly involved in missile strikes against Ukrainian territory, including critical infrastructure and civilian installations.

Most of the targeted vessels have already been designated by the U.S., EU, and UK as auxiliary military logistics assets. The 127 sanctioned individuals participated directly in strikes that damaged critical infrastructure and caused severe harm to civilian life and property.
